That's Bubbles from the Trailer Park Boys. It's the most popular TV show in Canada, but it's unable to be aired in the US due to all the cursing and pot.

I waited for hours at their booksigning downtown yesterday. It was quite the event.

Their seventh season starts on Sunday and their second feature film came out on DVD a couple of months ago.

The first two episodes, "Take your little gun and get out of my trailer park," and "Fuck community college; let's get drunk and eat chicken fingers," are probably the weakest shows in the series, though the do set up all the characters and provide background. It isn't until the third episods, "Mr. Lahey has my porno tape," that it really starts to gel.
